The type of Yoona "can't sing" is actually just basic reason cause her voice doesn't reach high tone like Taeyeon. Everyone has different colors of voice and Yoona always been my favorite even in The Boys era and almost all Japanese album, i can hear Yoona actually has the type of sexy voice when she sings in low and soft tone, and her voice is really so sweet and smooth. People who mocked her just simply cause they only listen to snsd's mainstream songs where she definitely won't be that used for her true voice.
